HOPS is proud to be owned by The National Federation of Young Farmers' Clubs, and profits from the company are reinvested. HOPS aspires to be the first port of call with regards to farming jobs in the UK for both employers and employees.
The Harvesting Opportunity Permit Scheme (Great Britain) – or HOPS (GB) – was founded in 1989 as a department of the National Federation of Young Farmers’ Clubs (NFYFC) England & Wales. Its primary aim was to provide youth experience to students from Eastern Europe through work placements with UK employers in the agriculture and horticulture industries. HOPS (GB) became a vital source of labour for the employers it worked with, and by 2004 it became clear that providing labour was its primary function. HOPS (GB) became HOPS Labour Solutions in 2005 to better reflect its role as a labour provider. In 2010 the HOPS department of NFYFC was incorporated into HOPS Labour Solutions Limited to provide the business with a more suitable structure and facilitate the opening of a branch office in Poland. HOPS (Poland) Sp. z.o.o. was founded in June 2010 to manage and oversee part of the recruitment. HOPS Labour Solutions Limited is wholly owned by NFYFC and is based at the NFYFC headquarters at Stoneleigh Park. HOPS is licensed to recruit labour for agriculture by the Gangmasters Licensing Authority. During 2011, with the imminent cessation of the Seasonal Agricultural Workers Scheme at the end of 2013, HOPS developed a welfare-to-work programme on behalf of the Department for Work and Pensions, to place jobseekers into seasonal work. The Education department holds City and Guilds Accreditation and has run schemes in Kent, Worcestershire and Lincolnshire. HOPS Education expanded into apprenticeships during 2014, and this programme continues to grow. HOPS has historically placed skilled workers for its member farms, and a formal Recruitment department was formed in 2013. This has been a resounding success, so much so that HOPS has rolled it out to the wider market and redeveloped it to meet these needs. As with the seasonal agricultural labour market, HOPS strives to be a market leader in the field of skilled agricultural and horticultural recruitment.
The HOPS Recruitment department was developed in response to the changing staffing needs of our growers and farmers. HOPS initially recruited seasonal harvest workers with low skill set requirements, but the industry now needs educated, IT-literate people who can self-manage to help grow their business.
HOPS offers two recruitment models: a purely online advertising service or a full, bespoke recruitment service. You can post your vacancy on our website or we can manage the whole process and fill your vacancy for you.

Seasonal labour from HOPS...
HOPS Labour Solutions Limited is one of the largest providers of seasonal labour to the horticulture and agriculture Industries. HOPS specialises in sourcing workers for direct employment in seasonal agricultural positions by client employers, mainly from Romania and Bulgaria for farm jobs in the UK.
In 2013 HOPS recruited around 11,000 people to work on approximately 200 holdings across the UK. Currently 70% of placements are in the fruit sector and 16% in the salad/vegetable sector, with the remaining 14% working on a wide spectrum of horticultural and agricultural holdings.
HOPS has a Gangmasters Licence issued by the Gangmasters Licensing Authority to recruit workers in the food and farming sectors. We maintain close working relationships with the National Farmers’ Union, the 50 Club and the Association of Labour Providers to ensure compliance and the timely provision of accurate information.
HOPS sits on all the Seasonal Agricultural Workers Scheme transitional working groups advising the Home Office on seasonal workers and migration issues.
